The Norwescon membership should be enough to qualify the banquet permit rules on it not being open to the public. Just require that people have a con badge to enter.
The party host does not have to actually be the group of membership.
My roomie and I threw a birthday party for her last March at McCloud Residence ( a private members-only art gallery and bar) downtown and for our permit we were the hosts and the party was held for "members of McCloud Residence and their guests".
McCloud was NOT listed as the host- we were. But their members were listed as the group allowed in. The state liquor board was fine with this arrangement on our application.
So you should be able to hold a party by "Group A" that has as its invitees "Norwescon members"
Also, you cannot charge for alcohol under the banquet permits, but you CAN have a donation jar. We checked on that before the party and had one there to help defray our costs for food and drinks.
Also, the permit is really easy to get- you just go fill out a form at the liquor store and pay them the fee for the permit and then have to post it on site during the party.
